P R O C L A M A T I O N

Governor of the State of California
WHEREAS, substance abuse is a major public health problem that affects millions of Americans of all ages, races, and ethnic backgrounds and in all communities; and WHEREAS, untreated substance abuse and addiction have resulted in high medical, economic and societal costs estimated at $32.7 billion in California and $276 billion in the United States annually; and WHEREAS, substance abuse is a treatable disease, and research has shown the effectiveness of recovery programs for treating alcohol and drug abuse and in improving the health of individuals both during and after care; and WHEREAS, last year, more than 340,000 Californians sought help for substance abuse treatment, and each day in California, there are more than 127,000 clients in treatment; and WHEREAS, treatment benefits not only clients, but also the community and families whose loved ones become productive citizens after care; and WHEREAS, the California Association of Addiction and Recovery Resources is launching its National Alcohol and Drug Addiction Recovery Month celebration with its ninth annual Recovery Happens rally on September 3, 2003; and WHEREAS, National Alcohol and Drug Addiction Recovery Month celebrates the tremendous strides taken by individuals who have undergone successful treatment, recognizes families in recovery and honors those in the treatment field who have dedicated their lives to helping people recover from addiction;
NOW, THEREFORE, I, GRAY DAVIS, Governor of the State of California, do hereby proclaim September 2003 as "Recovery Month."
